
Setting the Context
It is important to appreciate that the purpose of the Act is to tackle crime and
disorder and help create safer communities. It reflects a number of underlying themes:
the purpose of the youth justice system is to cut offending. Action must be taken
quickly to discourage youth offending at the earliest possible stage.
the police and the local authority in partnership with the community - must establish
a local partnership to cut crime; and
local authorities and other public bodies must consider the crime and disorder
implications of all their decisions and work to achieve reductions in the levels of
crime and disorder in their area.
