
Secondary disclosures
In the context of crime and disorder partnership work, the protocol may permit
the onward disclosure (to a third agency) of personal information by an agency, which
received information from another partner (the original data holder), where:
disclosure is authorised (in writing) by a designated officer of the agency
which originally held the information.
The secondary disclosure would enable the recipient to carry out their clearly
defined role in the Crime & Disorder Strategy or Youth Justice Plan.
the public interest outweighs any duty of confidentiality.
the information is processed fairly.
The third agency is a signatory to a relevant protocol, which ideally includes
the original information holder or which the original information holder has explicitly
approved.
